Handling Unwanted Calls

Is there a good way to handle an unwanted call, especially one that starts out vaguely? I am not referring to computer-generated or tele-marketing calls. I am referring to calls that start out with the person claiming to know you and then your finding out the caller is on a fishing expedition. I’m clearly going develop a new strategy to handle calls like this.

For example, I have learned over the years to take calls from technical recruiters, making sure to be reasonable with them. It seems to be a good way to handle things all the way around, and burning off a contact is not a good idea.

I will continue to search for an answer.
